It is unclear whether the document signed by President Bush is merely an adapation of this document -- reflecting an implementation of the policy of the Nibiruan Union -- or whether the document outlining the future foreign policy strategy of the USA engendered a Nibiruan articulation of its policy towards other planets such as Earth -- in defence of its own sovereign interests.
